Silo Sweep groups candidates (duplicates, near-duplicates, blurry shots, screenshots, burst runs), lets you swipe to keep or discard, and then hands the confirmed deletions to the system Photos framework. Every deletion goes through the standard iOS/macOS confirmation and lands in Recently Deleted so you can recover it for 30 days.
It reads the local, on-device representations that iCloud Photos already keeps for the Photos app — the same photos you scroll through. Silo Sweep does not talk to iCloud servers itself, and enabling or disabling iCloud Photos has no effect on what stays on your device.
